Social Security Taxes for 2013

The Fiscal Cliff bill recently signed into law by President Obama did not include the lowered social security tax rates that expired on December 31, 2012.   For 2011 and 2012 federal legislation temporarily reduced the social security tax from 6.2% to 4.2%.   As a result, the 2013 social security tax rate has increased from 4.2% to 6.2% and is applicable to all earnings paid on or after January 1.  For more detailed information, please see the December 11th posting on your portal or at https://uwservice.wisc.edu/news/index.php or contact the Payroll Office at 465-2390 or PayrollandBenefits@uwgb.edu.

Unclassified Monthly Pay Date for December Earnings is 1/2/2013

Reminder:  Unclassified Monthly Pay Date for December Earnings is January 2, 2013

Unclassified employees paid on the 1st of each month will be paid on Wednesday, January 2, 2013 for December earnings since January 1st (New Year’s Day) is a Federal Reserve Holiday.

When a pay date falls on a Federal Reserve holiday or a weekend, the pay date is usually the previous business day.  An exception to this is the Unclassified monthly pay date that falls on New Year’s Day, January 1st.

To avoid tax-related issues, the January 1st pay date for December earnings is paid in the new calendar year and must be the first “official banking business day” following the New Year’s holiday.  The “official banking business day” is defined as a calendar day other than a Saturday, Sunday or a Federal Reserve holiday.  Please contact HR/Payroll at hr@uwgb.edu or 920-465-2390 if you have any questions.

Brenda Beck

Brenda Beck started as an Academic Department Associate on December 3, 2012.  She was previously employed by the Greater Green Bay YMCA for 13 years.  Brenda volunteers at the Green Bay Habitat for Humanity Restore.  She earned her BA from St. Norbert College and her MBA from UW-Oshkosh.  Brenda is married and has three children.

University Personnel System

University Personnel System (UPS) to be Reviewed by the UW Board of Regents at December 6-7 Meeting

The University Personnel System (UPS) Project has progressed to the approval phase, which means the initial foundation of the new personnel systems will be reviewed by the UW Board of Regents at its December 6th and 7th meeting for approval.  The Board of Regents agenda documents include:

  • Executive Summary – explains the documents, explains the purpose, and summarizes intent of the Regent Policy Documents.
  • Regent Resolutions (4) – three of them introduce Regent Policy Documents (also attached) and one summarizes technical statutory changes necessary for UPS implementation.
  • Regent Policy Documents (3) – one to establish with the Board the authority to administer the personnel systems, one to establish University Staff shared governance, and one to establish a single Codes of Ethics for all employees.

If the Board of Regents approves the foundational documents, the next step in the approval phase will be to present the UPS to the Joint Committee on Employment Relations (JCOER). A meeting with JCOER has not been set but a meeting will likely be scheduled during the early part of spring 2013, so that implementation and training can begin well in advance of the July 1, 2013 statutory deadline.
