New Personnel System (Human Resource Related Policies and Procedures)

The 2011-13 biennial budget (Act 32 of 2011) created s. 36.115, authorizing and directing the development of personnel systems (human resource related policies and procedures) separate and distinct from the personnel system under ch. 230 for all University of Wisconsin-Madison employees and separately a personnel system for the balance of all University of Wisconsin System employees.  The new personnel system will encompass policies and procedures for both unclassified and classified employment categories.

As with any business change, one of the most important steps is to assess the current state in order to effectively build the future state.  The assessment of the current personnel systems will rest primarily with the institutions.  Each of the institutions is in the best position to judge what, in the current personnel systems, prohibits its ability to manage effectively its workforce. The institutions’ assessments of current state problems, symptoms and limitations will serve as a starting point to begin building the framework of the future state of the new personnel systems.

We are looking for your assistance in outlining issues you can see within the process.  Two informational sessions have been scheduled for all employees to attend to learn about this initiative on the following dates and times:

Monday, October 3rd at 3:00 p.m. – 4:00 p.m. in the Alumni Rooms, University Union

Tuesday, October 4th at 2:30 p.m. – 3:30 p.m. in the Alumni Rooms, University Union

Feedback outlining current issues will be due to hr@uwgb.edu no later than October 24, 2011.  Your feedback should be in response to the following two guidelines:

1. Current state problem, symptom or limitation  (example:  Number of candidates required to interview is too many in classified search)

2. What is the impact of the problem, symptom or limitation  (example:  Need to stay competitive in hiring the best workforce possible.  The number of candidates to interview can be prohibitively time consuming.)

Bring along your monthly purchases, expenses and savings goals to work through your individual spending plan.

Volunteer Opportunities

In response to employee-generated suggestions as part of the campuswide “Quick Fix” campaign, the Human Resources Office has implemented “Quick Fix Initiative #99 – Facilitate volunteer service by employees.” HR created a web page which promotes volunteer opportunities for employees both on campus and in the community. At the HR homepage, see the Employee Quick Links column and click on the link “Volunteer Opportunities.” You’ll find links to resources in the community, such as the Volunteer Center of Brown County, and volunteer opportunities here at our University, such as helping the Institute for Learning in Retirement. Office of Human Resources Announces Two New Staff Members

Please join the Office of Human Resources in welcoming two new Human Resources Assistants to UW-Green Bay, Jesse Retrum and Ingrid De Coste.

Jesse Retrum joined the HR staff on Monday, June 28.  Jesse is the campus contact for Kronos and is responsible for the student payroll.  He also assists with classified recruitments and answers I-9 Form questions.  Jesse has a degree in Business Administration and previously served as an HR Coordinator for the past three years.  Jesse can be reached at ext. 2839 or email at retrumj@uwgb.edu.

Ingrid De Coste joined the HR staff on Tuesday, June 29.  Ingrid assists with unclassified personnel activities such as recruitment, processing of criminal background checks, conducting new employee orientations and visa processing.   Ingrid has a degree in Human Resource Management and brings with her over four years of experience in the HR field.   Ingrid can be reached at ext. 2235 or email at decostei@uwgb.edu.

Governor’s Office Proclaims State Employee Recognition Day

University officials and the Human Resources office are calling attention to University of Wisconsin-Green Bay faculty and staff and their outstanding and dedicated service. The following is excerpted from the Governor’s Proclamation:

“…I, Jim Doyle, Governor of the State of Wisconsin, do hereby proclaim Wednesday, May 5, 2010, as State Employee Recognition Day in the State of Wisconsin.  I commend employees of the State of Wisconsin and call on all citizens to recognize the accomplishments and commitment of those who work on our behalf.”

Reminder to Use Furlough Time by the End of the Fiscal Year

Please see the Furlough Information page on the Human Resources website for details.  Please refer to your e-mailed earning statement to determine your remaining FTO.  The remaining FTO hours listed on your earning statement includes the mandatory fixed furlough day on Friday, May 28, 2010.  Employees who are unable to take this mandatory furlough day will need to select an alternative date.  If your pay is reduced only as the FTO is taken, your furlough days must be taken in the 2009-10 fiscal year.  Classified staff members must use FTO for the 2009-10 fiscal year by June 19, 2010.  Unclassified staff members must use FTO for the 2009-10 fiscal year by June 30, 2010.  Generally, the maximum number of FTO hours that can be taken in one week is eight, so it will be helpful to plan ahead.  Please contact Human Resources at hr@uwgb.edu or ext. 2390 if you have questions.
