With deep appreciation for the workers and partners shaping a new chapter of UW‑Green Bay’s future to life, the University marked a major milestone yesterday with a Topping Out Ceremony for the Cofrin Technology and Education Center (CTEC). The event, that took place on Wednesday, January 7, 2026, celebrated the placement of the final structural beam at the building’s highest point—a tradition that symbolizes growth, good fortune and safe completion.
Chancellor Michael Alexander expressed gratitude to the construction teams and campus community, noting the significance of this moment for the University. “We’ve waited over 30 years to have a state-funded building, and what we are building represents the future of UW-Green Bay,” Alexander said addressing those gather. “This project signifies the modern UW-Green Bay and all the momentum we have as an institution.”
Representatives from Engberg Anderson Architects, Miron Construction, faculty and staff joined in the celebration. Dean Basten ’89, CFO of Miron Construction and UW-Green Bay advisory board member and alumnus, highlighted the teamwork and people behind the progress: “It’s a very exciting project, really important for the future of the campus… There is a lot of work yet to be done, but today, we celebrate how far we’ve come.”

Ceremony participants were given the opportunity to sign the beam itself. The beam was then ceremoniously lifted and secured into place and met with applause. Affixed to the beam were an evergreen tree, banners— including one bearing the signatures of students, faculty, staff, and community members collected in advance of the event— and an American flag. These gestures traditionally honor workers and symbolize respect for the land.
When complete, the CTEC will replace the 52-year-old Cofrin Library, reshaping the campus and serving as the University’s new front door. The five-story, $101 million building—approved by the Wisconsin State Building Commission in August 2024—will house spaces designed to spark ideas and engagement across disciplines.
As Chancellor Alexander summed up, the event:
“This is a moment of deep appreciation for everyone who has dedicated their time and talents to the construction of this building. The Cofrin Technology and Education Center will not only reshape the physical landscape of UW‑Green Bay, but it will also shape the future of the Phoenix.”
